What is PAT testing?

Portable Appliance Testing (PAT testing) is the inspection and electrical testing of portable appliances to confirm they are safe to use. It is the recognised way for Irish businesses and employers to meet their legal obligations under the Safety, Health and Welfare at Work (General Application) Regulations 2007, SI 299, which requires that all portable electrical equipment in the workplace is periodically inspected and tested by a competent person, like a Safe Electric certified electrician from Zealous Electrical Services Ltd.

Is PAT testing a legal requirement in Ireland?

Yes, effectively. While the term “PAT testing” does not appear word for word in Irish law, the legal obligation it fulfils does. The Safety, Health and Welfare at Work (General Application) Regulations 2007, specifically SI 299 and its amendment SI 732, require employers to ensure that a competent person periodically inspects and tests all portable electrical equipment in the workplace. The Health and Safety Authority enforces these regulations, and many insurers now require a valid PAT certificate before issuing or renewing public liability cover. 

Irish legislation sets no fixed interval. Frequency is determined by a risk-based assessment taking into account the type of equipment, how it is used, and the environment it operates in. For most standard office and commercial environments, annual testing is the accepted norm. Higher-risk settings such as commercial kitchens or construction sites may require more frequent testing. A competent tester can assess your appliances and recommend the right schedule. 

Any portable electrical appliance used in the workplace that is supplied at a voltage exceeding 125 volts may need to be tested. This includes computers, monitors, kettles, printers, extension leads, power tools, and any other portable equipment regularly used on site. Any appliance that fails must be taken out of use immediately and labelled accordingly. It cannot be returned to use until it has been repaired and re-tested, or replaced. We document all failed appliances in the written report so you have a clear record of what action is required.
